He has a professional career spanning more than 20 years, during which he has distinguished himself by promoting innovative legal and financial structures that strengthen the efficiency of public entities and their suppliers. His experience has allowed him to design schemes for obtaining financing, providing guarantees, and implementing payment sources that provide certainty and viability for both borrowers and clients, including states, municipalities, decentralized public agencies, and universities, always under the principles of transparency, improved conditions, and sustainable budgetary results.

A lawyer from the Escuela Libre de Derecho (Free School of Law), Raúl has established himself as a reliable and valid interlocutor between federal tax authorities, state finance secretariats, municipal treasuries, development banks, international organizations, and national banks.

His work experience includes key positions at prestigious institutions: Attorney at BBVA Bancomer, Legal and Financial Director at Grupo Tribasa, and Deputy Legal and Financial Director at Grupo Bimbo. For more than two decades, he has managed public financing.
